Pre-tax Transportation Plans and Flexible Spending Accounts

Welcome to the website for DePaul University's Transportation and Flexible Spending Account Programs. PayFlex is the University’s Transportation program and Flexible Spending Account Program administrator.  Here you will find announcements, information, and resources relating to these important benefit programs collected for ease of reference. You will also find reference guides for using the PayFlex web portal for enrolling in the Transportation Program and managing your existing Flexible Spending Accounts.

TRANSPORTATION PROGRAM:

There are some important features of the Transportation Program administered by PayFlex that increase accuracy, improve customer service and expand web-base self-service for participants.

Transit

  • CTA cards, METRA tickets, and other transit media will be sent directly to participants homes eliminating the need to redeem vouchers.
  • METRA and South Shore Line tickets will be ordered based on your departure and arrival stations, and since the METRA and South Shore Line tickets will be sent directly to your home, the FULL amount of your tickets will be deducted from your paychecks.
  • If the cost of your METRA or South Shore Line tickets exceeds the pretax limit for transit set by the IRS, you will see two deductions from your firstly monthly paycheck:  a pre-tax deduction for the limit and an after-tax deduction for the remainder.

Parking

  • Parking participants will have three options from which to choose:
    • Monthly Direct Pay -PayFlex pays monthly parking fees directly to your parking provider
    • ParkChek – You can receive daily, weekly or monthly checks payable to your parking provider mailed to your home address
    • Enroll in cash reimbursement
  • If you choose the Monthly Direct Pay or ParkChek options and your monthly parking expense exceeds the pretax limit for parking set by the IRS, you will see two deductions from your first monthly paycheck:  a pre-tax deduction for the limit and an after-tax deduction for the remainder.
  • Although parking contributions will continue to roll over, only parking reimbursement claims from the current plan year with a 3-month grace period into the following plan year will be processed going forward. 

FLEXIBLE SPENDING ACCOUNTS:

PayFlex offers a variety of web-based features which participants can use to manage their Health Care and Dependent Care Accounts:  These include:

  • Ability to view your annual FSA elections as well as remaining balances on-line in real-time
  • Claim by claim listing of all submitted, paid, and denied claims to assist you in keeping track of which claims you have submitted
  • “Express Claim” which allows you to complete your claim form on-line, print it, sign it, and then FAX it for processing along with your supporting documentation.  This also alerts PayFlex that you are submitting a claim so that if you forget to FAX it, PayFlex will send you an email reminder.

Automatic Claims Crossover-
In addition to their web-based tools, PayFlex also offers a Claims Crossover feature that allows your out-of-pocket expenses through Blue Cross Blue Shield options such as co-payments to be automatically transmitted from Blue Cross Blue Shield to PayFlex for processing and reimbursement from your Health Care Flexible Spending Account eliminating the need to file separate claim forms.  Options for which the Crossover feature is available are:

  • Blue Cross Blue Shield PPO Plan (including prescription claims processed through Prime Therapeutics)
  • Blue Cross Blue Shield Traditional Plan (including prescription claims processed through Prime Therapeutics)
  • BlueCare Dental

HMO Illinois and BlueEdge CDHP options do not participate in the Crossover.

To participate in the Claims Crossover feature, you must complete the “Health Care Flexible Spending Account Crossover Enrollment Form” and submit it directly to PayFlex.  Only Blue Cross Blue Shield claims incurred after the Crossover Enrollment Form is processed will be transmitted to PayFlex.  Additionally, Illinois State law prevents participation in the Claims Crossover feature from automatically rolling over from year to year just like participation in the Flexible Spending Account Program.  Therefore, you must complete a new Crossover Enrollment Form each year that you wish to participate.
